FEMA's 2006 Pre-Disaster Mitigation (PDM) Grant Program

FEMA's 2006 Pre-Disaster Mitigation (PDM) grant program is currently accepting applications for local mitigation planning and mitigation project grants. $50 Million has been authorized for the PDM 2006 program. PDM is a highly competitive nationwide grant program, applications come from all across the United States.

The PDM program provides 75% funding for planning and projects. The 25% match must be provided by the local applicant. Pennsylvania does not provide matching funds for this program. The local share can be in-kind or cash.

Applications are submitted electronically over the Internet through FEMA's e-Grant system at: https://portal.fema.gov/famsVu/dynamic/mitigation.html. The deadline for PEMA's Grantee submission to FEMA is March 3, 2006 - That means that all county/local (Subgrantee) applications must be submitted to PEMA through the e-Grant System no later than February 15, 2006. That gives PEMA time to review applications and assist applicants in getting their applications in good shape.

Only a maximum of five (5) applications will be accepted by FEMA from each State.

A FEMA-approved local Multi-Hazard Mitigation Plan is required to be eligible for a project grant.

If you have not received federal funding for your local mitigation planning efforts or you are updating your existing mitigation plan, you may be eligible for the PDM program. Any plan updates must focus primarily on natural hazards - updates involving only man-made hazards are not eligible for funding.

Although you must first register as a new user to apply for the PDM program through FEMA's e-Grant system, complete details, information, and guidance for the PDM program and e-Grants are available at the above listed website that you can review before deciding to register and apply. It is best if any interested parties contact me to discuss the program before deciding to register for access to the e-Grants system.

FEMA recently announced that $50 Million will be available for this program. Application deadline for State Grantees is March 3, 2006. PEMA's deadline for county/local applicants is February 15, 2006.
