Iowa City Community School District - Threat Response Actions
The Iowa City Community School District in cooperation with local, state, and federal authorities has developed a set of threat response actions that correlate to Homeland Security Codes. This set of responses is presented as a sample, that may be adapted for use in your school.

ICCSD Response to Homeland Security Codes

The following threat response actions correlate to Homeland Security Codes. Each code condition lists the protective measures that have been or may be put in place by Iowa City Community School District in cooperation with local, state, and federal authorities. Plan designs are flexible to accommodate the differing circumstances of various types of critical events.

Low Risk
(Green)

  • Update district wide, school, and department crisis plans.
  • Coordinate emergency plans with local emergency management, state, and federal plans.
  • Conduct crisis management and communications training for employees at all levels.
  • Maintain visitor control procedures.
  • Maintain current emergency communication lists.
  • Inventory emergency supplies and critical incident kit.
  • Disseminate emergency communications methods and resources (i.e., where to get information) to employees, parents, and community.

General Risk
(Blue)

Same measures as Code Green:

  • Update district wide, school, and department crisis plans.
  • Coordinate emergency plans with local emergency management, state, and federal plans.
  • Conduct crisis management and communications training for employees at all levels.
  • Maintain visitor control procedures.
  • Maintain current emergency communication lists.
  • Disseminate emergency communications methods and resources (i.e., where to get information) to employees, parents, and community.

Significant Risk
(Yellow)

In addition to the measures listed above, the following measures will be instituted:

  • Assess increased risk with public safety officials.
  • Review crisis response plans with program managers, principals, and building and office staffs.
  • Reassess facility security measures.
  • Update employee emergency call lists and review callback process with employees.
  • Test alternative communication capabilities (weekly)- i.e., radios, web pages, and cell phones.

High Risk
(Orange)

In addition to the measures listed above, the following measures will be instituted:

  • Assess increased risk with public safety officials.
  • Notify all employees of Threat Condition if includes immediate area.
  • Be alert to suspicious, unusual activity and strangers and report suspicious and unusual activity to the proper authorities immediately.
  • Secure vacant rooms, meeting rooms and storage areas when not in regular use.
  • Review field trip decisions.
  • Inventory emergency supplies and critical incident kit.
  • Increase communication with parents and community via web site and e-mail distribution.

Severe Risk
(Red)

In addition to the measures listed above, the following measures will be instituted:

  • Assess threat level to determine status of school openings and closings.
  • Be prepared to work within frame work of state and local agencies Incident Command and Unified Command (24/7), if necessary.
  • Address critical emergency needs under the direction of public safety officials and in accordance with the ICCSD crisis management plan.
    • Coordinate parent-child reunification process, if necessary.
    • Continue staff, parent, and community communication.
    • If schools are open,
      • Review outside activities and events (includes sports, music, drama, etc.)
      • Cancel extended and major field trips.
      • Review visitor access.
  • Staff will counsel or seek counsel for students and staff as necessary.
